Presentation of a petition submitted under the "Neighborhood Traffic Improvement Program" by residents abutting Elm Street from South Rice Avenue to IH-610 for the installation of traffic control devices (speed humps) on Elm Street and consideration of and possible action on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, setting the neighborhood area for said petition and calling a public hearing before the City Council of the City of Bellaire, Texas, on Monday, March 2, 2015, in the Council Chamber, First Floor of City Hall, 7008 South Rice Avenue, Bellaire, Texas 77401, to hear any and all persons desiring to be heard on or in connection with a petition from more than 80% of the property owners abutting Elm Street from South Rice Avenue to IH-610 for the installation of traffic control devices (speed humps) on said street.
2. Consideration of and possible action on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, granting a planned development permit, PD-24-CMU, to Sandcastle Homes, Inc., for the construction of twelve (12) single-family two-story residences to be known as "Bellaire Gardens" in the CMU Zoning District on a 0.9545 acre site on the north side of Bissonnet Street between Newcastle Street and Howard Lane and currently addressed as 0 Newcastle Street and 0 Howard Lane in the City of Bellaire, Texas.
3. Consideration of and possible action on a recommendation from the Director of Public Works and the Project Engineer, HDR Engineering, Inc., to award a contract to Total Contracting Limited for the performance of work and provision of materials necessary to complete Phase 5A of the Rebuild Bellaire Program (consisting of new storm sewer systems, new streets, new driveway approaches and new sidewalks) in an amount not to exceed $10,250,150.00 and consideration of and possible action on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, authorizing the City Manager and City Clerk to execute and attest, respectively, for and on behalf of the City of Bellaire, Texas, a Standard Form of Agreement with Total Contracting Limited for said project in an amount not to exceed $10,250,150.00.
4. Consideration of and possible action on a recommendation from the Director of Public Works to award a contract to ANDRITZ Separation, Inc., for the purchase of two rotating drum assemblies to replace the existing rotating drum assemblies for the fine screens at the Bellaire Wastewater Treatment Plant and associated installation costs in an amount not to exceed $72,052.00 plus a contingency of 5% to cover any unforeseen overages, said replacement of which would enhance the functionality and effectiveness of the fine screens with respect to the removal of solids from incoming flows, and on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, authorizing the City Manager and City Clerk of the City of Bellaire, Texas, to execute and attest, respectively, for and on behalf of the City of Bellaire, Texas, a Standard Form of Agreement with ANDRITZ Separation, Inc., for the provision and installation of two new rotating drum assemblies for the fine screens at the Bellaire Wastewater Treatment Plant.
5. Consideration of and possible action on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, appointing Patricia D. (Pat) Lunn, CPA, to serve as the citizen appointee to the Audit Finance Board of the City of Bellaire, Texas, for a one-year term commencing on February 1, 2015, and ending on January 31, 2016.
6. Consideration of and possible action on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, appointing one (1) member to the Parks and Recreation Advisory Board of the City of Bellaire, Texas, to fill an unexpired term commencing on January 26, 2015, and ending on June 30, 2016.
7. Consideration of and possible action on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, designating one (1) member to serve on the Evelyn's Park Conservancy Board as the City's Representative to fill an unexpired term commencing on January 26, 2015, and ending on June 30, 2015.
